I finished just now to download both files, map & base-map, and maneged to complete both downloads with no problem.
I think that maybe you have some problem with your internet providor or connection problems (weather?).
Can someone confirm that the map is downloadable?

I also upload your files to MultiUpload so there are several ways to download them

Your question was partly answered in previous post on this thread.
About the ".fda" file, I found out this somewhere - "FDA files are supposed to contain driver alert information. But NNG still kept driver alert information on some of its newer map (.fbl) files". I can't confirm that this is the answer.

Another issue that reduced the file size is the signpost (colored (green/blue) signs) that is not included in this version.
I've conntact NNG about this, and I can't hold my breath until they publish the approved version.
