In dimka skin you have to select not ultravoice-igo8 but sounds=Primo.
Then you must reach satellites and add some speedcameras or Proximate alerts from the menu of Dimka.
Make a small route near you and then you can hear the TTS announcement.
I was using the wrong diMKa skin and have now changed to Primo voices, but I still have no voice or sound alerts for speed cameras. I have sound and voice alerts for over speeding and I can see the cameras on the screen. I think I am missing a component or have not selected the correct settings. All is set to English.
Any ideas where to look next?

First of all read the instructions.
Write the .dll in the root of Primo
Write the voices to the path: Primo/content/voice
Write the file tts_loq to the path: Primo/ .
Write the sys.txt for the speedcameras and Proximate alert to your sys.txt
Run Primo, go to the menu of dimka and select voice a voice that is TTS Pro Dave-zervdim or TTS Pro-Susan-zervdim (those voice are TTS Pro voices and can give you the announcemnet of the speedcameras) if you hear Hello I am DAVE it means that everything is fine with the TTS Pro.
If you select a simple voice that don't support street names announced then you never will hear the Speedcameras.
Then go back to the menu of dimka and selct not igo8 =voice but voice=primo voice.
Get satellite and from the main screen of dimka select a speedcamera, make a small root near your adreess and then you can hear the TTS Pro.
Don't forget to copy to your sys and the other lines that make the TTS louder.

Yes it works now, I see what I was doing wrong. I had not set the speed correctly and was not going fast enough to trigger the alerts. I see it is possible to set the delta speeds + or -. In my country speed camera alerts have been outlawed and so vocal guidance is essential. You also have to be careful not to switch off the sound by pressing the bottom left corner of the screen. Easy to do by mistake. Just press again to switch on the sound.
If the auditory guidance and alerts are important for you, I think it best to use the default skin rather than the dimka skin. It is not so easy to turn off the sound inadvertently.
