When I bought my car I spent month on bombarding Citroen on the answer, why TMC is not working in Poland. Finaly I received answer that problem is with the licences. Navteq didn't buy the licence for using local TMC services in some EU countries. But knowing the service providers and how Navteq coded that into their maps pack it should be possible to overcome that issue.
Croatia isn't covered by TMC still, Slovenia - yes, Poland - yes, in Slovenia and Poland are encrypted services, it means not free, in some countries like Germany, Austria, etc. are public services = free, so for countries where are encrypted licenses are necessary, if NQ or map provider didn't pay for them, you'll cant use it in those countries.
Well, since the licences are on the country scale, I doubt that on the end user level something can be done, if the institutions/companies that use the TMC don't see their interest in the countries that don't have TMC active at this time ... I've found out that one radio station in Croatia was testing TMC in the previous year, but so far, no continuous service ...
That's not problem by NQ, but with PSA concern, which doesn't requested those services from NQ, same is with maps, NQ put map DB which PSA approve, they purchase older db to reduce their costs, and then sell 2013-2014 maps with 2012.Q4 DB.
