How can I activate these maps? Can someone help me, please?

Very strange that SOME countries are not visible when in zoom.They are installed but when you asked to show the city there is only a blue screen.In the text can you choose this city and streets but impossible to see.
What could be this problem ??

Can someone tell me, when using your navigation, only in one country if it is better to choose for one country, then choosing for whole Europe. Do you receive more info about poi's, radar and newer maps for one country then using more countries in your map system.
