Is there no more Western and Central Europe 2GB versions of this map in the 9.05 and 910 map Collections?
Yes, though it's often excluded from the list. Mostly it's a clone of Europe minus features and reduced POI's.
The latest at the moment is Western_and_Central_Europe_2GB 905_4755
It's 1.96GB in size and supports ALG, IQR, HNR and TTS.
I have yet to see the 910 version but I suspect it's not too far away.

Google Tom Tom Europe iOS 1.14 ipa and download it. (found in many places)
Change the extension ipa to zip and unzip it.
You should get a directory structure Payload/Europe.app/Western_and_Central_Europe_2GB/
That's your map folder complete with speed camera's.
The ipa also comes with voices, premium voices and lots of car artwork.
The iOS app is a little like a PNA emulator so the maps within are similar in structure than normal PNA maps.
I'd go as far to say it's an interpreter rather than an emulator.

As ever it depends on your navcore and the availability of metadata. Fastactivate.exe metadata update is not always the most comprehensive list so you may have to google your *.meta filename to get some good metadata from other sites. In the above case the filenames are "Western_and_Central_Europe_2GB-663.meta" for 900 maps and "Western_and_Central_Europe_2GB-711.meta" for 905 maps. (no 910 as yet)
If you can emulate the tomtom ID of another device, then you can bypass the need for metadata as your map will already come with the tomtom ID AAHBQB2XJE built into the DCT license files, which are part of the bundle.
If your device writes and advertises it's own unique tomtom ID on each boot then you will need the metadata to create a new DCT file for your map and speed cameras using your unique tomtom ID.

Have you tried generating your own meta using the blowfish utility on the original files.
I believe you can take the original files which include the DCT certificates and run the blowfish utility to create a new meta data for your map. Then use fastactivate.exe to build you a new DCT for the model of the Tom Tom you have (your unique tom tom ID)
