Probably info is taken from here - volvo's nav web site, where they put wrong info, on one location - some countries are included in coverage details

So i think is just mistake by Volvo
, no Latvia, Lithuania in this set, and i think they will not ever wide coverage, cause in new cars with MMM2 and MMM+ they added eastern european countries ...
